Kay Stafford, President and CEO
Kay Stafford is a successful entrepreneur and business developer with more than 20 years guiding the growth and direction of CMA. Her solid business plan has positioned CMA as a leader in IT consulting and systems integration firms in the Northeast, with an increase in revenue from $1 million to more than $36 million. Accompanying that financial growth is an increase of its employee base by more than 400 percent and the development of a management infrastructure to support business growth.
Under Mrs. Stafford's leadership, CMA has:
- Created the first Oracle Authorized Education Center in the Capital Region
- Developed nationally-recognized and award-winning Public Health and Women, Infants, and Children (WIC) solutions
- Negotiated the acquisition of several firms
- Significantly expanded CMA's client-list of New York State government agencies
- Established satellite offices in Manhattan, Phoenix, Hyattsville MD (serving the Washington DC area), and Austin
To meet the needs of CMA's continued growth, Mrs. Stafford has relocated CMA's corporate headquarters to a 15,000 square-foot facility in Latham, NY. This move was accompanied by a technology infrastructure upgrade plan for the corporate headquarters and satellite offices, representing a multi-million dollar investment in CMA's future.
In addition to being appointed by Governor George Pataki to the SUNY Board of Trustees, Mrs. Stafford also serves on the Board of Directors for several public and private organizations, including The Community Loan Fund of Fleet Bank, The Champlain Valley Physicians Hospital Foundation, The Behavior Health Center, The Adirondack Museum, and The Lake Placid Institute of Music, Drama, and Art.
Mrs. Stafford has an MBA from Rensselaer Polytechnic Institute.

Ken Romanski, Vice President for Business Development
Ken Romanski has served CMA as its Executive Vice President since 1987, playing a key role as CMA developed into a nationally recognized Software and Systems Integration firm. Under Mr. Romanski's leadership, CMA developed a strategic vision for the company, resulting in focused business practices that include Software Solutions, Health and Human Services Systems Integration, Data Warehousing, and Professional Services. Mr. Romanski also provides strategic management and business development leadership, overseeing each division within the corporation to help grow revenue while ensuring that we achieve our most important goal: delivering high value and satisfaction for our customers.
Throughout the past 20 years, Mr. Romanski has been an integral member of the corporate executive team responsible for a broad range of strategic initiatives including: geographic expansion, product portfolio development, and corporate restructuring to support substantial growth.
Mr. Romanski has more than 24 years of experience providing Information Technology business solutions in the Capital Region and throughout the country from Maine to Hawaii. Prior to joining CMA, he consulted on more than a dozen projects for General Electric divisions, including GE Industrial and Power Systems, GE Aircraft Engine Business Group, GE Gas Turbine Division, and the GE Ordinance Systems Division.
A 1983 valedictorian and honors graduate of Union College, Mr. Romanski is involved in several community service organizations in his hometown of Duanesburg. He is President/Founder of the Duanesburg Area Community Center, a non-profit organization established to provide structured programs for children, families, senior citizens, and the disabled. His efforts included the creation of many new programs for children and families as well as special events such as Community Day, an event attended by over 1,000 people and 40 local organizations.
In addition to his work at the Community Center, Mr. Romanski has served as a tutor at Union College, a board member at the Center for Disability Services, a CYO basketball coach, a Development Committee Member for New York Special Olympics, and a member of the Duanesburg Lion's Club.

Gary Davis, Vice President for Operations
Gary Davis is Vice President of Business Solutions and Systems Integration. He has 20 years of experience managing large, diverse information technology projects which include application development, re-engineering, workflow analysis and design, data standards, systems design and implementation, human resource and financial management systems, imaging applications, and network design, implementation, and support.
Prior to joining CMA, Mr. Davis spent more than 20 years in public service with New York City and New York State government. He served as a Senior Project Manager for the New York State Office for Technology reporting to the Governor's Office of State Operations on large, statewide technology projects, including Y2K, Statewide Technology Standards, and the IT Training Academy.

Rachel Harpootlian, CFO
Rachel Harpootlian is the Chief Financial Officer (CF0) for CMA Consulting Services As CFO, Mrs. Harpootlian is responsible for the overall financial management and stability of the company. She manages the organization's budget and day-to-day fiscal activities including financial reporting and the negotiation and execution of all customer and vendor contracts.
Before joining CMA in 2004, Mrs. Harpootlian was the Forensic Auditor for New York State Police where she provided case support, including court presentations and expert testimony related to financial crimes and asset seizures. Prior to her service at the State Police, Mrs. Harpootlian served Urbach Kahn & Werlin, LLP as a senior staff accountant where she led the Forensic Audit team for Tyco, UK. Mrs. Harpootlian also worked for Sciarabba Walker & Company, LLP as a senior staff accountant and was an instructor at Cornell University where she taught tax advantages for MBA Students.
Mrs. Harpootlian has also served the United Way as Campaign Director for Professional Services in Tompkins County. She attended the State University of New York at Oswego and received a Bachelor of Science degree in Accounting.

Tom Mullen, Vice President
Tom Mullen is a highly-trained information technology business developer and management professional with more than 25 years experience establishing strategic business alliances with major hardware and software vendors within the IT marketplace.
As Vice President, Mr. Mullen's strong leadership has significantly expanded CMA's business and increased sales. He has established quality program initiatives and guidelines for corporate recruitment, as well as developed strategic alliances with several major vendors, including Oracle and Microsoft. His leadership has resulted in consulting contracts with the New York State Office of General Services, OGS Design and Construction, New York State Department of Civil Service, Research Foundation of the State University of New York, New York State Department of Health, New York State Office of Mental Health, and New York State Workers' Compensation Board.
Mr. Mullen's considerable professional experience includes positions with Computer Task Group, General CAD/CAM, Inc., General Electric, and Western Union.
Mr. Mullen holds an MBA from Rensselaer Polytechnic Institute and a bachelor's degree in Business Administration from the University of Massachusetts at Amherst.

Peter Chynoweth, Vice President
Peter Chynoweth has served CMA since 1999 as Vice President, overseeing the sales, training, marketing, documentation, and delivery for CMA's professional services in the Upstate New York office. His vast business experience and leadership continue to be an asset to CMA as we chart future growth strategies.
Prior to joining CMA, Mr. Chynoweth spent 10 years with Automatic Data Processing (ADP), where he held numerous titles and fulfilled many responsibilities in Upstate New York. After leaving ADP in 1996, Mr. Chynoweth spent three very successful years with Keane Incorporated, specializing in providing Year 2000 solutions to the private and public sectors. Mr. Chynoweth left Keane in 1999 to join CMA.
Mr. Chynoweth is active with many different organizations in his hometown of Saratoga Springs, NY. He serves as the Chair for the Board of Directors of the National Kidney Foundation of Northeastern New York, and is chair of the Information Technology Corporate Roundtable with the New York State Forum (www.nysfirm.org).
In September 2006, Mr. Chynoweth received the Information Technology Corporate Roundtable award for excellence, and in May 2009 received the Kim M. Healy Leadership award.
He holds a Bachelor of Science degree from Syracuse University and an MBA from RPI in Troy, NY.

Charles Noxon, Vice President
As Vice President of Public Health Solutions, Charles Noxon oversees all of CMA's WIC (Women, Infants and Children)-related business. With more than 40 years of professional experience, Mr. Noxon is an innovative and experienced IT manager skilled in developing plans and strategies, organizing teams, and managing relationships with management, employees, customers, and vendors. He is experienced in identifying opportunities, establishing goals, preparing proposals, and managing complex projects.
Prior to joining CMA, Mr. Noxon spent 30 years with Bull HN Information Systems (formerly Honeywell Information Systems) where he held numerous positions including Director of Industry Marketing, Director of the Northeast Region, and several sales management positions where he was responsible for sales management of Federal Government, New York State, and large corporate accounts. After leaving Bull HN Information Systems, Mr. Noxon spent 3 very successful years with Rankin Technology Group where he directed sales activities as Vice President of Sales and Marketing. In 1999, Mr. Noxon left Rankin Technology Group to join CMA.

George McCabe, Vice President
George McCabe had already been a consultant to CMA for many years when he joined the company full time in June 2005 to generate growth in the areas of science and federal business. As Vice President of Federal Business, he identifies opportunities for CMA software applications and government service capabilities. He investigates new technologies and directs development of their strategic value. From our office in Hyattsville, MD, Mr. McCabe oversees regional business operations, manages federal contracts, and oversees prime contractor business relationships.
Prior to joining CMA full-time, Mr. McCabe was for 15 years a research scientist at NASA. Working at the Goddard Space Flight Center, he designed and fabricated scientific instrumentation that flies in space on two Earth satellite missions and a mission to Pluto. He created ground data processing systems for instruments on these three space missions as well. He worked on ground-based observations of the 1991 Solar Total Eclipse, 1994 Solar Annular Eclipse, Comet Shoemaker-Levy-9 impact of the planet Jupiter, Comet Hale-Bopp, and experiments coordinated with the Galileo spacecraft encounter at Jupiter. He performed airborne infrared remote sensing of Earth for atmospheric studies in the US and South Africa.
Mr. McCabe has worked in government research for a total of 18 years, first at the Naval Research Laboratory in Washington, DC, and later at the NASA Goddard Space Flight Center in Greenbelt, MD. His areas of technical expertise include optical remote sensing, ground and flight data systems, and science data processing.

Stephen J. Zizzi, Vice President
Steve Zizzi is the Vice President of Engineering and Chief Software Architect at CMA Consulting Services. In this capacity he is responsible for leading and managing all aspects of software architecture, design, and development at CMA. His responsibilities also include management of R&D, Corporate IT, CMA’s data center, and the Software Products Division.
Mr. Zizzi joined CMA in 2000 bringing 20 years of engineering and IT experience to the company. Prior to CMA, his professional career spanned design automation and CAD/CAM systems for electronic design and manufacturing, semiconductor manufacturing and information security systems. He holds three US patents for his work in this area.
Since 2002, Mr. Zizzi has held multiple offices on the Board of Directors for Gilda's Club of the Capital Region, an organization dedicated to providing support for people living with cancer. Mr. Zizzi has also served as advisor for entrepreneurial high technology companies in Southern CA. Mr. Zizzi is a graduate of Cornell University.

Elizabeth Fitz, Vice President
Elizabeth Fitz is a Healthcare Executive with a strong background in administration, quality and process improvement, program development and operations management. She has over 20 years of experience in the acute care settings of emergency, critical care and cardiovascular service lines.
Elizabeth is Vice President for CMA’s Healthcare Business and brings her strong relationship building capability and team management experience to the company. She oversees the development and growth of CMA’s healthcare business while utilizing the existing core technology skills and capabilities that have contributed to the company’s 25 years of success. She is responsible for all client activities, including implementations, support and sales.
Through the development of strategic third-party supplier relationships (including product resale), utilization of the existing SOA and SI services, and outreach to the healthcare community, Elizabeth is expanding this business line. CMA’s current portfolio of technology services and experienced staff will provide the necessary skills to support our healthcare clients with their technology needs.
Elizabeth remains close to the challenges that our clients face and ensures that our business continues to expand to meet the needs of our clients. CMA Consulting supports the mission to deliver better healthcare through technology and innovation by providing comprehensive solutions to our clients that will drive the change needed for better clinical and financial outcomes and connectivity.
Elizabeth and other CMA staff participate in the NYS eHealth Collaborative, HIMSS and the local RHIO initiative.
Ms. Fitz holds a BSN from Russell Sage College and an MBA from Rensselaer Polytechnic Institute in Troy, New York.
Paul Gasparini, Vice President
Paul Gasparini is the Vice President of CMA’s Systems Integration Division. As the leader of numerous IT redesign and development engagements in the Public Sector, Mr. Gasparini possesses over 20 years of hands-on experience in designing and developing systems which maximize the sharing of data across existing systems. He has experience managing large, diverse information technology projects which include application development, re-engineering, workflow analysis and design, data standards, systems design and implementation of transportation solutions, financial solutions, and health and human service solutions. In addition to overseeing key client relationships, Mr. Gasparini contributes to the development of CMA’s information technology methodologies, strategies, and approaches to organizational re-design. Prior to joining CMA, Mr. Gasparini served as the Managing Director of BearingPoint’s New York State business.

Dan Wall, General Counsel and Director of Human Resources
Dan Wall is the General Counsel and Director of Human Resources for CMA Consulting, a Latham-based Technology Company which was recently recognized as New York State’s Largest and most Successful Woman-owned Business. Mr. Wall has served as a Business and Employment advisor to Corporations and State and Local governments for over twenty-five years. A former Commissioner of New York State’s Civil Service Department and President of the New York State Civil Service Commission, he has been recognized for a number of award-winning initiatives that improved and modernized the state’s human resource system. Serving entities in a variety of capacities, including General Counsel, labor lawyer, arbitrator, mediator, author and adjunct professor, he has developed a keen understanding of the challenges confronting both Government and Business. He is a contributing author for a number of books and publications, including , most recently, Leadership Secrets of Human Resource Professionals.
Mr. Wall is a former Secretary/Treasurer of the National Association of State Personnel Executives, a member of Empire State College’s College Council, and President and Founder of Capitol Consulting a Business and Environmental Consulting entity. He holds a Juris Doctorate from St John’s School of Law, and is certified as a Human Resources Professional from Cornell University and the International Personnel Management Association – HR (IPMA-HR).

Brian E. Dougherty, Chief Data Warehouse Architect
Brian Dougherty is a Senior Database and Data Warehouse Technical Architect with more than 17 years experience in the design, development, and implementation of large UNIX and IBM mainframe information systems with emphasis on Relational Database Technology (Oracle and DB2) and Data Warehouse Architectures. His specific areas of expertise include Data Warehouse Architecture, Objects and Relational Databases, Physical Database Design and Tuning, and Database Administration. His experience includes work with Fortune 500 companies including General Electric and American Express as well as state and local government.
Mr. Dougherty has been the lead architect for numerous award winning Data Warehouses. He was lead architect for the 1999 Data Warehouse Institute's Best Practices Award Winner in the Very Large Warehouse Category (VLDB). His architecture and designs have also been nominated for the Computerworld Smithsonian Award and have become part of the Permanent Research Collection on Information Technology at the Smithsonian's National Museum of American History.
Mr. Dougherty has most recently designed and implemented very large data warehouses and data architectures for private sector companies, commercial software vendors and state government entities including:

- Consulting architect to New York State Department of Labor's wage reporting data warehouse
- Contributing architect to New York State Office of Mental Health's Claims data warehouse

Prior to CMA, Mr. Dougherty was a senior database consultant for Coopers & Lybrand and Delloite & Touche big five consulting firms. Mr. Dougherty holds a Master of Business Administration from Syracuse University and is active in many professional organizations. In 1999, he won the Data Warehouse Institute's Best Practices Award in the VLDB category. He has also been nominated for the Computerworld Smithsonian Award.
