- Richard G. Siemer, CIO / Deputy Commissioner, NYC HRA

We support the New York City Human Resources Administration"s (HRA) Technology Integration Project. HRA is interested in leveraging their existing assets and current investments without compromising a proper technological solution. Our team of management consultants and technical specialists has assisted HRA in a business process re-engineering effort to automate their organization toward a paperless office and an on-line employee organization model. CMA has been awarded multiple engagements to support several HRA initiatives including:

  • Project management, design and development of an Oracle Data Warehouse based on CMA's Data Warehouse Methodology.
  • Project management, design, and development of a Web-Based Training System.
  • Project management, design, and development of the HRA Electronic Case Folder System.
  • Project management, modification, and implementation of Oracle Financial Management System.
  • Project management, training, and deployment of the Substance Abuse Tracking System (STARS) throughout 500 sites supporting 6,500 users.

We have full responsibility for creating, managing, deploying, and implementing a multi-terabyte Data Warehouse. In addition, we are responsible for creating the Web-based front-end user interface to the warehouse. Within the first phase, we created a powerful Data Warehouse that is used to integrate multiple, disparate production systems. Data that once took more than six weeks to access, is now available within seconds.

Our team of Data Warehouse Architects achieved several outstanding performance milestones on this project. For instance, one of the achievements that gained attention from bench mark test organizations at both SUN and Oracle Corporations was the ability for a user of the HRA Data Warehouse to scan one billion rows of data in less than seven and one half seconds.

Through another project initiative for this customer, we have created an open, flexible Web-Based Training system that supports multiple applications. HRA uses this Web-Based Training System to help roll out mission critical systems to over 15,000 employees.

We also have full responsibility for Project Management and implementation of the STARS application at over 500 substance abuse clinic sites throughout New York City supporting more than 6500 end users. This implementation effort involved analyzing the impact of the new system on business processes and working with local providers to adjust the work flow processes accordingly, equipment installation, end user training, and providing on-site support to assist end users with proper system operation.

Some of the technology platforms used to develop and implement the Web-based HRA Data Warehouse include a .Net environment, while others are J2EE compliant.
